Mustafa Zamani founded DGC International as an IT services company to help clients harness the power of innovation to drive change.

Since the company’s founding, Mr. Zamani has used his visionary and entrepreneurial leadership skills to continually shape business strategies and refine the organization’s identity as a Global Defense company that provides Logistics, Operations, Training, and C5ISR.

Mr. Zamani has developed and empowered intrapreneurial leaders to successfully grow and manage company operations worldwide.

Because giving back and helping others is his personal passion, Mustafa plays a hands-on role in the philanthropic activities of the Zamani Foundation – an institution devoted to engagement, education, employment, and empowerment.

Mark J. Lumer comes to DGC International with more than33 years of federal service. Mark is aninternationally known expert and author in the field of government contracting.

Mr. Lumerformerly held the position of Principal Assistant Responsible for Contracting for the U.S. Army Space and Missile Defense Command (SMDC), with offices in Huntsville, Alabama; Colorado Springs, Colorado; Frederick, Maryland, Falls Church, Virginia and Kwajalein Missile Range in the Marshall Islands. As the Director of Contracts, he oversawmore than$15 billion in active contracts, annual expenditures of about $2.5 billion and a staff of approximately 110.

Mr. Lumer holds BA and MBA degrees, and attended Albany Law School. He is a 1993 graduate of the Industrial College of the Armed Forces, a Certified Associate Contracts Manager, and was elected a Fellow by NCMA in 1984.He was recognized by NCMA with the Outstanding Fellow award in July 1994, and the National Achievement award in July 1995. Mr. Lumer served as the NCMA National Vice-President forEducation and Certification, and the National Vice-President for Business Development.

Major General Williams(Retired) currently serves as aSenior Executive Director for DGC International. He retired after more than 35 years of military service; hislastpost was as theCommanding General, 4th Marine Division from April 2007 to April 2010.

As a Major General, James oversawbudgets up to $10 billion and led Governmental and Economic Developmenteffortsin Iraq and Afghanistan.Major General Williamsserved throughout Asia, Europe, Central and South America, the Middle East, and Africa in numerous military operations. He has extensive experiencein China, Korea, Japan, and the Republic of the Philippines.

In addition to multiple combat operations in Afghanistan and Iraq,MG Williams (Ret)has extensive operational experience in the Counter-Drug War in Central and South America, and in Southwest Asia. In his early military career, he was aMilitary Aide to Presidents Carter and Reagan.

James receiveMaster’s degrees from Georgetown University in Government and National Security Affairs in 1981, from Yale University in Hospital Management/PublicHealth in 1984, and from the U.S. Army War College in International Security Studies in 2000.

He has completed studies at Harvard’s JFK School of Government, and at the University of North Carolina-Chapel Hill’s Kenan-Flaglar School of Business.

Edward Reeder, Major General (Retired), SOCOM

Major General Edward Reeder retired after nearly 35 years of service. He commanded at every level with the US Army Special Forces. MG Reeder (Ret) commanded the US Army Special Forces Command responsible for manning, equipping, training, and deploying the 15,000-man force of US Army Green Berets globally in support of the Geographic Combatant Commanders. He also served as Commanding General of the US Army JFK Special Warfare Center and School responsible for all the entry and advance training for the Special Forces, Psychological Operations and Civil Affairs.

MG Reeder (Ret) has eight combat tours with six to Afghanistan as a Commander of a Special Operations Task Force, Combined Joint Special Operations Task Force, Combined Forces Special Operations Component Command, Special Operations Joint Task Force and NATO Special Operations Component Command. In four of those deployments he was the senior US Special Operator in country responsible for all US and NATO Special Operations for Afghanistan.

MG Reeder (Ret) received many US and foreign military awards and decorations including the Baryal Medal from the President of Afghanistan, the Distinguished Service Medal from the President of France, and the Donovan Award from the National Clandestine Service of the US Central Intelligence Agency.

As DGC International’s CFO, Mr. Fichadia’s extensive financial oversight expertise has helped the firm grow in responsible and sustainable ways.

Prior to becoming DGC International’s CFO, he worked as a consultant with Fortune 500 companies including Bearing Point, Pitney Bowes, and XM Satellite Radio. Throughout many engagements, he has provided internal auditing and financial oversight for government contractors, improving both performance and their bottom line.

Mr. Fichadia holds a Bachelor’s degree in accounting, is a Certified Public Accountant (CPA), and is a Certified Management Accountant (CMA).

Since 2011, Ayman has played a pivotal role in DGC International’s global corporate transformations. He was a significant contributor to the set-up and expansion of DCGI operations in South America, East Africa, the Middle East, and Central Asia.

Since 2011, Mr. Doraney has played a major role in transforming DGC International’s global logistics and supply chains. Most notably, Aziz helped to maintain and expand operations in Iraq, Jordan, Pakistan and Afghanistan.

Colonel Michael Baumeister (USA, Retired) holds the official designation of Professional Engineer and certification as a Project Management Professional. He recently retired from a distinguished military career that included service as the Director of Training for the US Army Reserve Command; the Deputy Director of Operations J7, US Special Operations Command; and multiple command-related positions in the 82ndAirborne Division.

In addition to significant project management experience, COL Baumeister has an exceptional academic background; in addition to several earned Master’s degrees, he has taught at his alma mater – the US Military Academy at West Point.

Cheney provides operational management oversight for a contract portfolio valued at more than 100 million dollars; cultivates new business opportunities; drafts and reviews business proposals; develops strategic plans to increase global energy capacity and contract awards.

Major General John F. Phillips (Retired) serves as a leading advisor for DGC International. He served as Vice President of Government Services for Honeywell; there, MG Phillips was responsible for comprehensive acquisition, aviation, IT, logistics, and leadership initiatives.

Prior to joining Honeywell, John served as Deputy Under Secretary of Defense (Logistics) overseeing an organization of 850,000 military and civilian personnel with a budget of $114 billion. In this capacity, he established an outsourcing and privatization program for the Federal government. Major General Phillips earned the highest Department of Defense certifications (Level III) in Program Management, Acquisition Logistics, and Computer Systems Development. He led the 1994 Quadrennial Defense Review. The recipient of more than 250 awards and decorations, John was honored with Vice President Al Gore’s Hammer Award in 1999.

John served for more than 27 years in the United States Air Force, retiring with the rank of Major General. His last assignment was Commander, McClellan AFB, California. He is a fighter pilot with over 3,000 flying hours, 300 of those in combat.

John holds a BS degree in biology and chemistry from Jarvis Christian College in Hawkins, Texas, and an MS degree in Logistic Management from the Air Force Institute of Technology.

Milt Bearden retired from the Central Intelligence Agency in 1994, after thirty years in the CIA’s clandestine services. There, he rose through the ranks to become one of CIA’s most senior officers.

Mr. Bearden’s early career was split between German-speaking Europe and Hong Kong. During the early 1980s he moved to Africa to serve as CIA Chief in Nigeria and later in Khartoum, where he covered Sudan’s civil war and the ultimate overthrow of the regime of Jaafar Nimeiri.

In 1986, Mr. Bearden was put in charge of the CIA’s covert operations in support of the Afghan resistance – an effort that ultimately succeeded in forcing a Soviet withdrawal.

From 1989-92, Mr. Bearden directed the CIA’s clandestine operations against the Soviet Union. Mr. Bearden ended his CIA career as the CIA Chief in Bonn, in the newly reunified Germany.

Mr. Bearden is a frequent contributor to the Op-Ed pages of the New York Times, the Los Angeles Times, The Wall Street Journal, and has contributed to Foreign Affairs, The National Interest, The National Journal Online, and to the book on September 11, 2001, How Did This Happen?, published by Public Affairs. He is the author of a novel about the Afghan resistance, Black Tulip, and co-author, with James Risen, of The Main Enemy, a non-fiction account of the end of the Cold War. He has consulted on several films, including The Good Shepherd and Charlie Wilson’s War.

Mr. Bearden Served in the United States Air Force with duty in the PACAF 1958-1962.He is a graduate of the University of Texas at Austin, with a B.A. in Linguistics, and of the Yale University Institute of Far Eastern Languages (Mandarin Chinese).

Hector E. Pagan (Brigadier General, Retired) concluded a distinguished military career of more than 30 years with his service as the commander of the Special Operations Command South from July 2008 to September 2010. In that position, he was in charge of the Special Operations Forces deployments in Latin America.

Prior to his capstone assignment, Mr. Pagan held a series of increasingly responsible staff and command posts including service in Panama with the 3rd Bn., 7th Special Forces (SF) Group (Airborne), 1988-1990, as an A-Detachment commander and Battalion S1. He served in Operation JUST CAUSE and deployed to El Salvador in 1989.

From 1998-2000, Brigadier General Pagan commanded the 2nd Battalion, 1st SF Group (Airborne) at Fort Lewis, Washington. Upon completion of the U.S. Army War College in 2003, Brigadier General Pagan took command of the 5th SF Group (Airborne) in Baghdad, Iraq, Operation Iraqi Freedom. He led the 5th SF Group (Airborne) in combat as the commander of the Combined Joint Special Operations Task Force – Arabian Peninsula for two combat tours in 2003 and 2004.

BG Pagan currently serves as a Distinguished Senior Fellow, Joint Special Operations University. Among his many prestigious awards and decorations are the Defense Superior Service Medal with one bronze oak leaf, Legion of Merit with one bronze oak leaf, Bronze Star Medal with one bronze oak leaf, and the Defense Meritorious Service Medal.

BG Pagan earned a master’s degree in management from Troy State University and a master’s degree in strategic studies from the U.S. Army War College.

From August 2014 until his retirement in April 2016, General Campbell was the commander of the Resolute Support Mission and United States Forces—Afghanistan. Prior to this, he served as the 34th Vice Chief of Staff of the United States Army.

During more than 35 years of service, he has commanded units at every echelon from platoon to division, with duty in Germany, Haiti, Iraq, Afghanistan and the United States. After his first assignment with the U.S. Army Europe, Campbell was assigned to Fort Bragg, N.C., where he commanded a Special Forces Operational Detachment Alpha in the 5th Special Forces Group, and an Infantry company in the 82nd Airborne Division.

Campbell holds a Bachelor of Science degree from West Point and a master’s degree in Public Administration from Golden Gate University. He is a graduate of the Command and General Staff College and the Army War College.
